VCardLoadOptions class

This is class that allow the user to specify additional options when loading a VCardContact .

get_PreferredEncoding	File encoding.
get_VentureLicense	This is part of the venture licensing pattern. This value will be set by VentureLicenser if the venture passes us a LoadOptions object.
