UpDownBarsManager class

Provide access to up/down bars of Line- or Stock-chart.

The UpDownBarsManager type exposes the following members:

`down_bars_format`	Returns the DownBars format. Read-only `IFormat`.
`has_up_down_bars`	HasUpDownBars. Read/write bool.
